Then the dog breeding farms will breed more dogs because they know that there are people with big dollars and willing to buy more dogs in order to keep them alive. These dogs are saved, but more dogs are coming and may not get saved. This won’t change unless the government changes the law. It is not wondered that dog rights are not protected while human rights are still poor in many nations.
