While it does get a little bonus from the ability itself, it's flying... so electric moves are not buffed Also it looks to me like that regieleki's ability is basically mold breaker that also prevents moves that force you to use certain ones. So encore, for example, draws in your last used move by force. Also orangaru's instruct makes you use the move a second time.
Avoiding isn't the same as a flat out miss if it says the move missed then its a miss if it says the pokemon avoived that means the "evasiveness" stat actually came into play it's like in older gen games max friendship would make it more likely your pokemon avoided the attack or survived the attack even at 1 HP
