If you can't stop the water from flowing out of the spout, you most likely need the cartridge associated for the temperature of water flowing out. If the water is cold, you need the cold side cartridge, etc. Best of luck!
It's possible that corrosion has created resistance inside the valve sleeve. Once disassembled, make sure all of the components that interact are clean, corrosion-free, and use some plumbers grease upon reassembly. Best of luck!
Do I need to change the cartridge if I can’t turn off the water or do I just need a need handle??

My handles are really hard to turn any reason why?
