Cause Shang Tsung was never meant to be the final opponent. The Grand Champion aka Goro was. When Goro falls, he panics and challenges Liu Kang right away, hence why it's not official and doesn't take place in the throne room
@@Nova7_the_insane I'm pretty sure it was always meant to be Shang Tsung. Only difference is he was supposed to be an old man with a bunch of magical powers, but they ran out of memory and had to revert to using existing assets, which is why they programmed in all the character transformations.
