I got the same thing on mine now. Mine was revving bad, at 2000rpm and going up and down from there. Anyway I cleaned the throttle body but that didn't fix it. It was a pipe near the manifold had split. As a temp measure I glued it shut and it now revs properly at 900rpm.
I've also had an engine light on for ages at p1025 which is a coolant problem, which I think is a leaky thermostat housing. I had the same fault last year but bought a new expansion tank cap and that solved it until about a month ago when it came back on and a new cap hasn't fixed it.
Anyway I cleared that fault code just to get it through the MOT but noticed a new one now, this p0030 Bank 1 Sensor 1 shit. Anyway the volts on mine stay at 0.36 steady until I rev then it does change. Mine goes up on the graph not down but i didn't test it hard. Wonder if mine is the same problem with the heater ?

I have same code like you and I bought a new sensor from UK (40 Eur) and code won't go away. Resistance on sensor is 7 ohms,I have signal voltage from pcm at 4.5 V and battery at 12.2 on other two wires and I reset the code with my delphi diagnostics and it appears again and again. Maybe I should mention that previous owner had physically cut check engine light diode form instrument cluster and that is also one of the error codes. Check engine circuit not completed or something like that. Any advice?

Ive had these fail twice, both times after filling up with E10 petrol, ive read that these Ford Duratec engines dont like E10 at all, so best to stick with E5. At least quick to replace the sensor 😂
