If Thomas and Tugs are in the same canon (which I like to believe they are) then the one from Thomas is his brother since they had different face designs and the one in Tugs died.
I honestly never believed the theory that the Big Mickey in Tugs and Thomas were the same character. They may look alike in terms of design and share the same name, but I go by the order in which the episodes in Tugs were produced in, so I like to believe that Big M died in Munitions. Plus, even though he only ended up having a megaphone once the episodes in Tugs were being shot, had he been given a face, it would've looked completely different to the one used in Thomas. And I ain't just saying that due to the face colors. There's also some other things that I could mention on why I don't believe that Thomas and Tugs take place in the same universe but I don't want to go on forever with this comment. Anyway, Big Mickey was a good character in Tugs despite not appearing in many episodes. And although it was tragic to see him die in Munitions, it was certainly a brave move on his part to risk his life for the tugs.

He can die, come back to life, be a ghost in one episode, and appear in another series. He’s just there for the writers to play with, and he’s an inside joke for the crew.

Snatcher 1 was a big mickey clone at luckys yard. Snatcher 2 is the coal crane in the 20 minute script "Railhead", who works with jack the grappler to tease the tugs. He speaks in rhymes and is a smaller crane. Snatcher 3 is the one in Ghosts... THE BLUE FACE DOES NOT EVEN FIT BIG MICKEY'S MODEL-

Remember, there were 20 minute cuts of the 5 episodes, including munitions, and the 20 minute cut was theorised to be an unfinished version, meanwhile the 15 minute cut of munitions is the finished one. I get that it’s debatable, but still, Big Mickey did survived, he landed in shallow waters, after all. Explaining his appearance in Thomas the tank engine. Also, like to note that big Mickey kept the same appearance in Thomas and friends until season 7. Though, it’s just my opinion on the whole “Is big Mickey dead or alive?” Debate.

I actually heard somewhere that they are two completely separate characters, and just share the same model, one of the reasons for this being that in the proper order, “Ghosts” actually comes before “High Tide” and “Munitions”.
