    Oh I get putin's poont.Since Gerasimov is there to handle the war front with his vast experience, you will then need a financially prudent person to manage the military spending .Soigu has been elevated as well .That is a good move

    In the US the military budget is determined by the companies that supply the military, and by politicians who are paid behind the doors to approve the military budget. Its a win-win situation. Its why we have multi-million dollar equipment that stops working when it a 10-cent part breaks.

      It just makes a nuclear confrontation and the consequent end of life on this planet more likely.

    Wow, a country that prioritizes the quality of life of their military personnel during and after service.
    Add to that the prevention of bloated military spending and improving efficiency.
    In 2022, The Department of Defense had spending appropriations of $1.6 trillion dollars and a GAO audit that revealed that the Department of Defense couldn’t account for $4.5 trillion dollars of their appropriations spent. Maybe we could learn something new?.

    As I understand it Shoigu has now assumed the position of Putin's second in command. I have worried about what would happen to Russia should anything happen to Putin. Shoigu would fill any interregnum admirably. He has been paraded over the years before the troops, he has an international profile and years of friendship with Putin and presumably sympathy with his goals. I had thought that Putin might do what Yeltsin did and bring forward an unknown. This way is better. Time will tell.

    He has been promoted as the secretary of the security council and he has been given responsibilities to look after the vast military industrial complex in order to ramp up the production of all kinds of weapons to support the war. Putin doesn’t want him to be involved with everything as he wants him to look after the military industrial complex. The one who has been appointed as the defence minister is a highly respected guy who has so much of experience handling affairs in kremlin.

    Russia is not leaving war footing any time soon. So, they need a sustainable program of military personnel coming into the front lines and returning satisfactorily from the front lines. It’s all about developing a sustainable war economy for the foreseeable future. What other country has anything comparable? Russia’s economy will in some senses become “elite” when it comes to military-conflict sustainability. The US’s mini-wars were not sustainable and completely debt-driven-more than has ever been acknowledged. Russia’s military will look like an elite athlete and the US’s like Miss Piggy.

    Beousov has nothing to do with the Ukraine SMO strategy, that is the role of the Chief of the Armed Forces Grasimov. Belousov is in charge of the Defense Ministry which is a very large department covering military procurement and supply to the armed forces. Shoigu in his new role is directly responsible for the military complex and the military weapons research unit, a role he was carrying out as Defense Minister with great success. Thee moves are to improve the efficiencies of the military operations for the SMO and future war with NATO should they be dumb enough to start one directly.

    This is by no means a demotion for Shoigu as too many western pundits like to think and claim.
    Shoigu is from Tuva, southern Siberia which is situated on the central Asian border with Mongolia. This is the geographical 'center of Asia' by tradition, thus the Security Council of Russia now has a Turkic speaking native in the top consultative position.
    Bear in mind that Shoigu had not had a military career like that of Gerasimov and was part soldier, part politician who had held the position of Head of Emergency Situations for 20 years, first under Yeltsin then Putin.
    This post covers some military interventions (and Shoigu was promoted through the ranks accordingly) but is responsible in the main for development of regions, infrastructure, efficient use of personnel, surveying for sites for military bases and production hubs as well as dealing with natural emergencies such as landshift, weatherproofing, water and the logistics of supplies. Note especially that Russia's greatest treasure -- its rail network -- runs through lower and middle Siberia with the BAM railway dating from the 1970s and the TSRailway being older and needing major upgrading. Shoigu's degrees are in civil engineering.
    As Russia's economic strength has grown steadily and surely into its interior and trade is mainly in the Asian biggest markets ever known on the planet, Putin stuck mainly to Yeltsin's vision of internal development and trade with growing populations. Yeltsin was Trans-Uralian and admitted than energetic young Putin took a while to comprehend a bigger Russia than the 'city boy' understood at first.
    Shoigu and Putin happened to get on personally and Putin is a listener, whether the west likes it or not.
    To reward Shoigu and also test his political acuity Putin as PM put him in charge of greater Moscow for 4 years then created the post of rapid response, which meant oversight of civil defense, emergency services, expert elements of the army (not least in heading research into Arctic seaway 'gigaports') and Shoigu proved to be adept at gathering the best minds across the board and notably from the armed forces.

Gerasimov had often expressed concern about due support for professional military personnel and wanted improvements for vets and in making the military attractive to recruits. Shoigu wanted the same so the obvious thing was put an economist politician in the Defense job and strengthen the Security Council with more senior people than it had seen since Yeltsin's emergency years when the body was created under a different name.
    The strong implication here is that the SC will operate on projects preparing Russia for its next phase of intra-national development based around the CIS in the west and south and extend further through very large regions to the Pacific. Even if the PRC economy hits bumps Russia will be the supply source for other Asian players.
    Immigration into the steppes and Siberian regions will tend to be from the south. "Native Russians" cannot suddenly go into reproductive overdrive!

    Mr. Shoigu also does not have military experience but a construction engineer as was reported. He served for 12 years as Russian Defense Minister. The new Defense Chief also does not have military experience. He is an economist. There is a reason why President Putin is bringing him to spearhead the affairs of the Defense Ministry.

    Yes, this is a further sign that strategic military victory is complete (Donbas is held) and we now enter a protracted period of long term military occupation throughout the remainder of Ukraine. The entirety of what was Ukraine will be occupied all the way to the a western border. Russian defense will be constructed along all borders. Ukraine has now returned to being a “buffer state.”

    What makes some states more militarily powerful than others? A growing body of research suggests that certain ‘non-material’ factors significantly affect a country's ability to translate resources into fighting power. In particular, recent studies claim that democracy, Western culture, high levels of human capital, and amicable civil-military relations enhance military effectiveness. If these studies are correct, then military power is not solely or even primarily determined by material resources, and a large chunk of international relations scholarship has been based on a flawed metric. The major finding of this article, however, suggests that this is not the case. In hundreds of battles between 1898 and 1987, the more economically developed side consistently outfought the poorer side on a soldier-for-soldier basis. This is not surprising. What is surprising is that many of the non-material factors posited to affect military capability seem to be irrelevant: when economic development is taken into account, culture and human capital become insignificant and democracy actually seems to degrade warfighting capability. In short, the conventional military dominance of Western democracies stems from superior economic development, not societal pathologies or political institutions. Therefore, a conception of military power that takes into account both the quantity of a state's resources and its level of economic development provides a sound basis for defense planning and international relations scholarship.

      Did they look at the quality of the general officers? In the US, we have none who know how to win wars. Anybody who does, gets frozen at the level of colonel. The general officers are the ones who can talk money out of Congress: Procurement is the way to advance in rank. Those people do not know how to win wars except the battle of Congressional hill. The economic development and quality of weaponry and the skills of the soldiers who are at the tip of the spear do no good if the generals don't know their number one job. I was in a war where the generals knew how to win battles but had no idea how to win the war. I was a mere enlisted man with no military background and even I could see that they had no idea what to do next after they had already lost. After the war, they blamed it all on the politicians and did nothing to correct the situation. That's why we keep losing wars to farmers.

    They have truly streamlined the procedure... Shoigu will be promoted with an emphasis on the Russian military industrial complex, which the western media has not identified as a national security adviser... As a national security council adviser, he has grown closer to Putin... whereas the new guy is an economist technocrat who will bring more money for military expansion by relieving Shoigu of administrative duties!!!
    As usual, the Western media portrays this as a setback; nonetheless, this is an excellent step in the midst of a major NATO escalation threat.

    For the memory of the new minister Belousov:
    Ukraine is an officialy recognised member state of the UN since 1945. It operated their UN functions independent of the USSR.
    After the dissolution of the USSR in 1991 Ukraine became completely independent.
    Russia signed in 1994 together with the USA, UK and France the Budapest Agreement guaranteeing the sovereignty of Ukraine (while Ukraine in turn abandonned all its nuclear weapons) and stating that it should abstain from threatening or using military force against Ukraine.
    When Russia, inter alia, in conflict with the 1984 agreement illegaly occupied Crimea in 2014, UNGA Res 68/262 affirmed the territorial integrity of Ukraine and condemned this occupation.
    When Russia illegally invaded Ukraine on 24 February 2022 again in conflict with that Agreement and off course in conflict with its general obligations under the UN Charter, the UN General Assembly adopted with an overwhelming majority UNGA Resolution ES-11/1, deploring the Russian invasion of Ukraine demanding a full withdrawal of Ukraine of Russian forces.
    Consequently on 22 March 2022 the UN International Court of Justice ordered Russia to halt the invasion of Ukraine as it has seen no evidence to support Russia's justification of the war.
    On 12 October 2022 the UNGA adopted by a large majority Resolution ES -11/4 calling on countries not to recognise the four regions of Ukraine which Russia has claimed following so called referendums and demanding that Moscow reverse course on its ‘attempted illegal annexation’
    On 14 November 2022 the UNGA adopted Resolution ES -11/5 calling for Russia to pay war reparations to Ukraine by creating an international reparation mechanism.
    This resolution was further elaborated on 22 February 2023, when the UNGA adopted by a large majority Resolution ES - 11/6 called ‘Furtherance of remedy and reparation for agression against Ukraine’. It states, inter alia:
    1. Reaffirms its commitment to the sovereignty, independence, unity and territorial integrity of Ukraine and its demand that the Russian Federation immediately cease its use of force against Ukraine and that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders, extending to its territorial waters;
    2. Recognizes that the Russian Federation must be held to account for any violations of international law in or against Ukraine, including its aggression in violation of the Charter of the United Nations, as well as any violations of international humanitarian law and international human rights law, and that it must bear the legal consequences of all of its internationally wrongful acts, including making reparation for the injury, including any damage, caused by such acts;
    3. Recognizes also the need for the establishment, in cooperation with Ukraine, of an international mechanism for reparation for damage, loss or injury, and arising from the internationally wrongful acts of the Russian Federation in or against Ukraine;
    4. Recommends the creation by Member States, in cooperation with Ukraine, of an international register of damage to serve as a record, in documentary form, of evidence and claims information on damage, loss or injury to all natural and legal persons concerned, as well as the State of Ukraine, caused by internationally wrongful acts of the Russian Federation in or against Ukraine, as well as to promote and coordinate evidence-gathering;
    So far Russia continues its illegal acts. Putler is primarily responsible for that. Now Belousov is accessory.
