I had around 3 games I tried and didn't like and refunded within the span of about a month and Steam said I had to slow down and had done it too often in a short period of time and they wouldn't accept my refund requests for a while (or something like that) if I continued to do it.

I think this is kinda shitty to do. To my understanding, the developer is the one that pays for that refund while steam keeps their 30% cut meaning they lose money. I get refunding stuff from time to time, gaming the system to get free games is just a little selfish

I have a modded PS3. Older console but now I can run homebrew and the console no longer cares about licenses. Next is to jailbreak a PS4 for the same reason. I've never had a Steam account.
If you can show a bug that is ruining your game play or lag or something like that they will return your money after like 10 or so hours because it can take that long to encounter problems like that in some games
I wonder what payment gateway Steam uses, because chargebacks are like $25 on some popular ones. Walmart, for instance, has their own payment gateway they coded from the ground up to avoid BS charges like that. Wonder if Steam did the same.

Steam will ban you from refunding if you refund too many games at once. They explicitly state that the 2 hour refund window is not a 2 hour free trial.
You can actually play for more than 2 hours. I once refunded a game with six hours playtime. All I did was say that I left my pc on and it had the game opened so it thought it played for longer. It was a lie but they believed it and I got a refund.

Debatable, most games I play I get a solid understanding and opinion of them within about 90 ish minutes. The main hurdle is the genre really.

Two hours is only the requirement for automated processes. I've refunded games with 6-8 hours before with no problem.
Most of the games are free actually, that's why theres so many reviews compared to games, they don't count for the games count.
