if you let a small engine sit too long the carburetor will start to gum up causing issues. The 2 most common issues with this is a no start condition or only runs while it's choked. This is because the motor can not get enough fuel to run.

The float is sitting to high, the rubber seat is probably swollen from ethanol damage and the float bowl must be clocked on those carbs.
