    .....The truly bad part is always the cop lying afterwards to cover his ass!!!!!
    Damian Words had filed a civil lawsuit against Officer Dale Secor and the Kansas City Police Department for unnecessarily tasering him over a parking dispute. The lawsuit alleges that Officer Secor didn’t follow proper police training by seeking to escalate a non-violent situation, then tasering Words for arguing. In addition, the officer lied about the incident on the police report.
    On March 31, 2014, Officer Dale Secor noticed a car that was parked ‘illegally’ in a driveway. Officer Secor, not being able to see inside because of tinted windows, opened up the car door to see who/what was inside. The owner of that car, Damian Words, began walking towards his car, asking why the officer was inside it, stating that he wasn’t allowed to enter his property (presumably without a warrant). Words was working across the street and parked his car there due to lack of available parking.
    Officer Secor used the 'I was in fear' routine, trying to justify using his stun gun, which struck Words in the left upper chest and left forearm. On the police report that officer Secor filed, he claimed that Words became ‘upset and aggressive’ and that he ‘bladed his body and got into a power stance”. Of course, the dash cam video proved the officer lied, but Words was ticketed for illegal parking and arrested for resisting arrest, and failure to comply with an officer.
    Now, Words has filed a civil lawsuit against the city and Officer Secor, claiming that the officer used ‘unnecessary’ force when he tasered Words. Additionally, he is alleging that the officer chose to escalate the situation instead of following department policy, which states an officer should attempt to deescalate a situation like this.
    “Secor was antagonistic, defensive and refused to listen to anything Words tried to tell him in mitigation and explanation of his responsibilities at the store,” according to the lawsuit. “He could not turn his back on a store with a door unlocked and customers wandering in and out of it, even when Words attempted a gentler approach.”
    Words alleges he suffered physically and emotionally and still has nightmares about the incident. He is seeking unspecified damages.
    A local Kansas City TV station, KSHB, asked former FBI agent Michael Tabman if he saw Words 'assuming a fighting stance' on the video. Tabman said no. UMKC Law Professor Rafe Foreman, who is a taser expert, said that "This is an excessive use of force, this officer is not properly trained."
    Below is a partial transcript of the video:
    SECOR (to dispatcher): "215. Send a second car and make it code. He's coming out of the store angry."
    SECOR (to Words): "You can't park on the sidewalk."
    WORDS: "But you can't go in nobody's car."
    SECOR: "I can tow your car."
    The officer asks Words for his ID:
    WORDS: "What you need my ID for?"
    SECOR: "Car's parked illegally."
    WORDS: "So what, you going to give me a ticket? For what?"
    SECOR: "Car's parked illegally."
    Instead of deescalating the situation, the officer unnecessarily escalates the situation.
    SECOR: "You're under arrest. Turn around!"
    WORDS: "Why am I under arrest? I'm running a business."
    SECOR: "Hands behind your back. Do it now. Put your hands behind your back. Do it now."

    The officer escalated that in a hurry. This cop is pissed off because he was caught making an illegal entry into the individuals car. Instead of deescalating the situation he went full blown tyrant.

      It actually wasn't illegal for him to open the door to the car. The car was obstructing the sidewalk, needed to be moved and no owner in sight. As well as the door being unlocked, with the car going to be towed. When a cop decides he's going to tow a vehicle, there is no expectation of privacy for the vehicle as its being seized. The cop's fuck up was lying about why he tazed and arrested with resisting and the car owner taking an aggressive stance towards the cop.

      Theodore Pollock it’s never part of an investigation to open a car. Without back up. If it was any one claiming to be a cop would do it and every cop that was dirty would do it and plant drugs or whatever before doing so he had to at the very least find out who it belonged to asked questions. Instead of just opening the door after a min of looking at the car. What if there was something harmful in there? Windows are tinted so dark you can’t see in them. Non of what he did will stick in court. And they will just let the guy go in hope that threatening a ticket would keep him from suing.

      Markus Rubach he asked for his id before he even knew it was his vehicle on top of that he lied about a “defensive stance” the cop instigated the incident and made it violent on purpose. He also broke the law to enforce it. People aren’t perfect and the requirements for becoming an officer are too few there are plenty of reasons not to trust the police

      Lord Of frog I would assume that a car parked on the sidewalk would or could be probable cause for the officer to investigate. It could have been someone hurt or a medical emergency. Since the man did park on the sidewalk he should have given his ID when asked took the ticket and moved his car. Then he would not have been tazed! We back to his business and had his day in court. I do think that the officer could have been less confrontational.

      Common tactic used, the method is built into the training. Also used by Leo's, "stop reaching for my gun", "stop resisting", "refusal to comply". (brainwashing stupid candidates is easy when they choose stupid applicants) they're trained to verbalize these statements loudly, so when the video "disappears, the audio is the evidence.
      In some cases, the video resurfaces. My belief regarding this officer, is that he is a liability to the rest of the unit. They realized this at some point, and released the actual footage. Thus, hoping to terminate his employment. Listening to the arresting officer, he clearly sounds over defensive of his actions, an obvious sign of guilt. He reminds me of the "Super Troopers" movie character, Farva. A bumbling hyper moron with major self esteem issues. He's a huge liability, whether it be reasons of honor, or corruption. The rest of the unit may be decent cops, and must remove him. Or, the rest of the unit are corrupt, and must remove him. Either way, he's way too empty headed and witless to remain in that position.

      I think in cases like these it should come out of the cops personal funding. No payment arrangements and if he has to sell his car or home to settle the debt then so be it. He also shouldnt be allowed to spend ANY money until the debt is settled. All accounts frozen until that point. Maybe when he is facing being homeless and having to worry about his wife ro kids safety because of something stupid that he did, he will understand.

    I may be wrong but isn't the ticket written against the vehicle for a parking infraction? So really the officer would not have any cause to ask for ID. If that was a 60 year old lady who refused to show an ID would he taze her also? There was a good reason for the officer to check out the car but the rest of the "stop" was BS.       @ S T: your more likely to be killed by a fallen coconut than a cop, that being said 99% of people shot by peace officers are not doing what their commands are at the time, yes commands they have authority. In most cases they threaten the officers lives first, how would you feel if you had a job where people shot you sitting in your work vehicle? if you don't like the laws, vote to change them. But definitely don't test cops, you will lose that battle every time. They do this for a living.
      Even if the officer is WRONG you need to follow directions, or your simply asking for an ass whooping. This is why we have due process in a court of law, wait your turn to prove your case against the county your in or forever hold your peace (literally)

    So the car was parked illegally, granted. So write a parking ticket and move on, or if you want to escalate the professionalism of the law enforcement profession, find the owner and ask them to move the car or the car will be ticketed and towed.
    So how do they handle this situation. Find the owner and taser him.

      Mark, I hope to god you're not ever treated how these people are treated when stopped. Imagine a cop having a pissy day decides to pull over a random person. That person happens to be you. They haven't found a crime, but start forcefully demanding your identification. Do you just give it to them? If you do, you've just demonstrated that you have no regard for the liberties this country was founded upon. Your government made it so you can go about your day without these kind of interventions. You're living in a post 9/11 world man. The fear of "others" out there has you and your kind rolling over in the name of security and protection. We had these liberties in place for a reason. It's more unamerican to continue to allow cops to exercise their abuse of power. It's essentially brinkmanship. They push the boundaries of their power, we allow it, it becomes the norm. So when your teenage daughter is out past curfew and she gets tazed, don't get mad at the cop. You let them get to this point because you didn't stop it sooner.

    Two problems here, 1.the officer wants to participate in illegal entry into a vehicle, then try to enforce the law, 2. The officer went from, "you are parked illegally," to, "put your hands behind your back", in just a few seconds. Parking on a sidewalk is not an arrestable offense, so how could he resist an unlawful arrest? Then he was assaulted. It's unbelievable what a true victim of criminals he is.     Car parked on sidewalk.
    do not open car door
    take down license plate. run check on plate
    write parking ticket print leave on windshield or mail it in.
    if approached by owner 1.ask to move car ferther into driveway. or two write parking ticket give to owner or leave on car.
    no id needed.
    if the officer wanted to ask for id then this is how it should have gone.
    The car cant be parked on the sidewalk (recite ordinance)
    i have to write a ticket on this.
    Ask for id.
    if refused. ok then i'll have to write it on the license plate as if no one was there.
    Write ticket place on car windshield. following parking violation guidelines.
    encounter complete leave.

      There was nothing to investigate. Officer looks at car and sees it is parked illegally. Officer writes a ticket. Done. Good job.
      Instead, the officer decided to act out and employ violence where none was needed. Having done so, the officer lied in the police report. He's a lawless scumbag who should be prosecuted for perjury, assault, battery and deprivation of rights under color of law.

    I hope you really received the $98,000.00, you really deserved it. But the criminal SOB, should of also been prosecuted for illegally opening someone else’s car. That was the whole reason why he called for backup & went on the offensive, because U caught him red hand 🤚🏾committing a crime.

      His lawyer would have received 20-30% of that and then the remainder would have been taxed. So no he didn't receiver $98,000 unfortunately.

      Hey - he could still do with the leftover amount nicely. I get all pumped if I happen to find 20 leftover after bills - wow, a little treat just for me! Maybe a nice mocha, new earrings... I'll bet there was enough leftover to pay something off - or put a large dent in some debt at the very least...

    At no point did I hear that man cuss once, even when being Tased. That officer escalated Unnecessarily, and when he retold the incident to two different fellow officers, he made it sound so much worse, made it sound like the guy was being Beliggerent, and got into a defensive stance! The worst part is I'm pretty sure there were more than 6 different cop cars, and 1 ambulance! Incredible waste of Tax Dollars! All Police Officers should be forced to Carry Malpractice Insurance, if you can't afford your rates, you're probably too Morally bankrupt to be upholding the Law anyways!
