Under the authority as a citizen a security guard, just like any other citizen (private person), can make arrests legally. However, arrests under the color of law would constitute arresting and taking someone into custody to be booked, fingerprinted and the hole nine. Unfortunately, under the authority as a private citizen or person, we can only hand them over to a sworn law enforcement official and they do the booking and all or they transfer them into the custody and care of the county sheriffs office that in most state house and care for those awaiting trail and to see a judge. So yes but not the full extent. You see a felony and have credible witnesses and know how to gather and persuade evidence, you can legally make an arrest yourself. In addition, a security guard and other private persons cannot violate someone’s constitutional civil rights in anyway because there is no government body involved. Whereas, arrests under the color of law, are conducted by the government, hence, law enforcement aka a police officer. PS, security guards are limited to property they work. While in the capacity of security, they can not purse a subject nor go off their premises to enforce a citizens arrested unlike a sworn LEO.
