Because both items are linked to encounters directly. In a normal run you get the Life Orb by getting R119 Castforn. But in NG+ I can't get the Castforn therefore I never get the Life Orb. Same with Shed Shell (Kecleon)@@myleslondon5220

No encounters from the last run, no life orb , only one shed shell and no roaming manipulation
