it's called luck manipulation. the order and time of every button press in a game influences the psuedorandom number generator, determining "random" events. if you manipulate luck correctly by pressing the right buttons at the right times you'll always get the items you want
there is another track in mario kart 64 call Frappe Snowland, that is possible to do that and it is much easier, however you only skip half a lap. In Frappe Snowland there is a shortcut that allow to skip a lap, the only 2 issues with the skip one lap is with player 2 and player 4, if they do not press b when lakitu put them back on bridge they will fall right throught it even if you succesfuly made the glitch, you will be place in front of the line and still get lap count.....
i think the guy who made this video with the static is a re-made so that means this video was upload on 2008 but the description said it was made in 2007 so yeah , this audio video was propably fixed already.

@Michedono Mario Kart 64 items are pure random. I've gotten a triple mushroom while in 1st place. It's possible to time the roulette to give you the item you want.
RRa = quite possibly the most epic thing I've ever seen. I remember watching this in Virginia and everyone going completely ape-**** when they saw RRa. Also, the SL jump is pretty ridiculous. 5 stars.
I don't understand why this guy is being called a cheater. I didn't even know these glitches existed. That and he's a flaming cheat! I miss all the fun I had with my n64. Still.have it, but need an rf adapter or VGA adapter, and games. My N64 I've had for 17 years, and almost continuously. Try making your Xbox One or Wii U last for a quarter as long .

One of the tools are save states, which allows you to get the desired outcome of any random event. There are no hacks/cheats involved.
