1) There is no intent behind any of these bombing campaigns because it would have to be get through multiple levels of bureaucracy. Even though they targeted civilian infrastructure like schools, refugee camps and hospitals, they have no intent when killing civilians.
2) International Law is not binding. It should only be considered a guideline and the ICJ ruling is actually doing a disservice to Palestinians by giving them the hope of one day not living under Israeli apartheid.
3) If Israel nuked Gaza, it would not be considered genocide.

It's one large urban area with some small farms near the border. There isn't really a way to not be near civilians.
