Heizou leaves you some notes after the event. An interaction with Sangonomiya Kokomi and General Gorou showed that though the mission was of secrecy, they are not too worried for the joint venture between Yashiro Commission (Ayaka and Ayato's faction) and Sangonomiya to be revealed in the new times by the Tenryo Commission. Rather, they have achieved their goal of saving lives.
Early in the event, Dvorak mentioned that he left Inazuma in the middle of the war. This matches Heizou's notes describing him as a 40 year old Unagi. So what are the Unagi and other pets of the Puppy Union?
We need to keep in mind this was a secret mission. So codewords were required and lips were tightly sealed. It actually is quite obvious if we think along such lines -
1. Unagi - A type of eel, sea creature = Fontaine citizens. Escorted back to their homeland when trapped during Inazuma war.
2. Weasel Thief - Creature found mainly in Liyue = Liyue citizens, likely also escorted out.
3. General Crab - Likely Sangonomiya Citizens trapped in warzones, probably escorted back to Watatsumi island away from conflict (though not specifically stated). Remember that Crab is a marine creature and the citizen name listed was a Japanese name, so only relates to the water area of Sangonomiya in this case.
4. Bake-Danuki - Mainly found across Inazuma. Likely citizens part of Yashiro/Tenryou/Kanjou commission, escorted to Ritou in this case. Names are usually Japanese as well.
The Puppy *update* is likely a hint at one of the following:
1) Gorou's Dog companion and Gorou, with Gorou being the General In-Charge for the secret operation.
2) Yae Miko drops hints about Yashiro Commission's Taroumaru not necessarily saving just animals, perhaps more.
Hope this explains what the whole story was about. It was not about pets, it was about real people whose lives were saved during a secret mission during the Inazuma war. Please give a like if you found this useful, and share your thoughts!

Well that was informative, I skipped over most story parts (because rush and too long dialogues) and only got interested when I found heizou's letter. So I wanted to know the whole deal about the letter only. Other than that the whole event was nice, and cozy. Enjoyed it.

I loved that Heizou was told he couldn't tell people and his first action was to "accidently" leave behind the info instead. I really wish I could have found him afterwards like his note stated.

Dvorak was also rescued as codename Unagi no.9.
I'm guessing he already know about the dog and wanted people to know about it.
But when Heizou investigated and his higher ups caught wind of it, they probably told Dvorak that it must not be made public so he changed the song into an onikabuto instead.

I wonder if we can actually do something for him later in the event once everything's unlocked, I hope so 😭
Since there is no neutral third party like the Red Cross/Red Crescent irl, both sides actually helped the injured people during the war. That's nice.

One of the 'pets' is called Dvorak, the organiser of the festival. Hence why he knows the story!

It's a secret operation to escort trapped foreigners out of Inazuma during the war...Dvorak was one of them. Those are codewords - eels probably meant the people were from Fontaine. Weasel thief are likely from Liyue, General Crab and Bake-Danuki not too certain for now.
No lol, the animals were codenames.. The unagi/eels most likey refer to Fontainians stranded during the sakoku decree

Looking at the embarrassing story, it is actually based on the story of a little girl in Gaza. The rescued small animals represent the indigenous people
