You can use the set without a starter. You would just need to set a junior pro cone in the "start" mode and make sure you start 1m behind the cone. the type of start doesn't really matter as long as you stay 1m behind the junior pro cone.
Just 2 freelap junior pro cones would give you accurate times from 10 to 100m but if you're no fan of the way the freelap system works, with the cones and chips. you can go for a timing gate setup like the Brower TCI gates of the VALD smartspeed timing gates. I hope this answers your question.

Well Athletes still run as fast as they can. They now just have a bit more accurate means to see how fast that actually is, and where they hit those speeds. It definitely is no prerequisite to get faster. but it might give insights you otherwise wouldn't get.
