Shut down what, North Korean internet before the internet got shut down:
    Opens chrome
Puts anything in the search box
    "444 Error"

Exactly. I follow a NK channel (explanation: they explain they don't have access to the web in NK but since they make propaganda videos in a city next to China they just cross the border and use chinese internet to upload to the web; their channel is actually somewhat wholesome and just discuss local holidays, current fashion trends, the introduction to fast food in the country, farming practices, and then they have an online store for buying pins) -- Whatever internet they have in NK is probably extremely closed circuit with nothing but government approved resources.

Monstrous amount of intel??? I think it is safe to assume that they already know the atrocities that's going on in NK yet nothing has been truly done to deal with the issues there.. For example, It's like watching your neighbor abusing someone in their house for years, you document and talk about it to other people but you really don't come over and confront the abuser then you complain when all of a sudden the curtains are closed or something blocked your line of sight.

what is the US gonna do? just suddenly decide to attack North Korea? Economic warfare on a country that has 0 exports or imports to western countries? Starve the population?
Sure something should be done, but literally nothing will be unless retaliation from Russia, Iran or China is not a worry, its not like North Korea has no allies, they got their nukes from somewhere. A country that runs their entire digital infrastructure on a single intranet and cant even develop their own backbone isnt gonna be able to develop Nukes, so someone with Nuclear capabilities is willing to aid them and its pretty clear who
