This is not because of intelligence; this is because intelligence manifests differently among the sexes, alongside the fact that social stigmas tend to equate to less women playing chess at the top level. That may change, but currently, the only woman whom can consistently be competitive with the top 10 male GM's is currently retired, and that is WGM Judit Polgar.
Just like how men and women have different organs, bones, muscles, and hormones, we have different _brains_ and men are typically more intelligent. Our IQ bell curve is broader meaning we have more geniuses, but also more idiots as well (to be fair). Women hover much closer to the average than men do. Not only can men be much smarter than women, but we are _much_ more competitive and interested in such things as chess, giving us a _distinct_ advantage. It is the same reason that men typically have higher incomes than women as well. It is only the politically correct era we live in that has made this obvious fact surprising (and I assume offensive) to you.

National Master is not issued by FIDE. It is issued by national chess federations. Different federations will have different rules
