Damaging Fire :: Realistic 1908 Start : Workers & Resources Soviet Republic: #08

The Cold Conquest map starts with two Soviet supporting resource poor areas, before the revolution these regions struggle to build a society capable of supporting the community. The 1917 revolution triggers a need to build a better society by exploiting the rich resources of the old Tsarist region.

is it mod, biomes dlc or they finally randomized winter start/end date?

As far as I can tell the biomes in the DLC vary according to overall conditions. The jungle and desert biome start date is the 1st January, would guess this is due to these biomes not having a winter cycle. The Siberian biomes winter runs from early October to early May, so the start date is the 4th May to let players start at the beginning of the short summer.
