Nice idea to have the young chap do the flag raising BUT a) very unsafe (and disrespectful) to have the flag trailing over the rear tyre and chain and b) the flag should have been tightly rolled before being raised - then unfurled by tugging on the halyard.
I couldn’t watch that young boy cycling as the flag could easily get caught in the wheel or chain and cause a very nasty injury…what on earth was someone thinking to get him to do that?

Should that not be Ensign. I raised the ensign many times over the years.
