Singers rarely have the technique to do it outside of opera. A classic example of real "whistling" is in the soprano "Queen of the Night" aria in Die Zauberflöte (The Magic Flute) by Mozart. Another gorgeous aria in the same opera is "Ach, Ich fuls" (Oh, I feel) which was my final voice exam one semester in music school for classical voice. It's gorgeous.
