Since the rear wheel has lost traction with the street, you can do whip skids (1:23 - 1:30). Or you could be smart and get a front brake.
smaller cog, same chainring gives you a bigger ratio and more gear inches. try a 17 tooth cog, you'll increase pedal RPM to achieve the same speed, and get more even wear on the tires when skidding. If I understand your question. If you want to pedal slower, with more effort. and go faster, then get a smaller cog.

Yes. It's even easy at "high" speed. I'm ridding everyday a 53-17 ( same ratio ) and I find it a lot more easier than skidding a weaker ratio
