That’s y she offered her neckless cuz to her it was always something she gave to people she believed in and people who she thought could become Hokage. When she saw Naruto she realized almost immediately who Naruto was especially considering the fact he was with Jiriya. Tsunade made that bet wanting Naruto to succeed not because she wanted him to fail
