This whole scene shows painfully how because he was incarcerated for so long, Miklo seems stuck in a bubble. It almost feels like Paco can't even relate to him anymore. To Miklo, the world is still the same as it was back on spider's hill. He can't understand that Paco has grown and changed. Miklo's just stuck in his little bubble so that moment in time becomes all he knows and his entire life.

Nobody should ever be blamed for Miklo's fate but Miklo alone. He chose to be where he is. All his life he has always been kept out, and never really belonging anywhere. In prison he belonged to something. In the free world he is shitted on and pushed over. In prison he had a father he could look up to. In the free world, even his dad treats him like a dog. For him it is better to be a king in prison than to be a slave in the free world

To be honest, it was mostly Pacos fault that Miklo went to prison again.
Not the first time, but the second.
It was Paco who was the leader of Vatos Locos when they were kids, and every member, especially miklo, looked up to Paco and wanted to be like him. Fierce and strong. When Miklo went to prison, it was because Paco mixed them all up in getting revenge on Spider and his crew for breaking Cruises back. However, they were young, and Paco didnt know any better.
But when they grew up, instead of being aware that he owes his cousin alot, for being the reason he is in jail, he doesnt really do anything to redeem himself and help Miklo.
Yes, he asked once for helping and Miklo turned him down, but he should have not taken a no for an answer, go get him, spend time together, and make sure he doesnt get mixed up in crime again.
Unfortunately Miklo did fall back to his old bad behaviour, and destroyed his life, and Paco had to shoot him.
I know this is only a movie, but this is actually a realistic sad tragedy.

Paco made a choice to better his life, forgive Cruz, and in the end, learn how to forgive himself since Paco couldn't let go of how he played a hand into Miklo's fate. In a sense, reconciling with Cruz and listening to the latter's advice on how to become more than his mistakes redeemed Paco.
Cruz made a choice to numb himself through heroin. But he made a choice to open his eyes and realize how his drug use almost split his entire family, and redeemed himself.
Miklo had a choice. He didn't take it. He refused to realize his wrongdoings and move on, unlike Paco & Cruz. While Paco did influence him while they were much younger, it's a shame that Miklo, even as the other two both changed their ways, Miklo could not make peace from struggling to belong to others.

Paco is the kind of guy who, through his own assholery, will fk up everyone's life, and later leave them all behind to change his life for the better. We all know these types growing up, and sadly, we've all seen friends go down for the Paco's of the world. Never, ever, be associated with any group where the leader asserts dominance over his 'friends'. I knew my share of Paco's, kept distance from them all. Sadly many of my friends did not, and some paid permanent prices for that 'brotherhood'. Oddly enough when these Paco types grew up, we started to associate more, as we're now in the same circles and of the same social standing. There is longer any dominance to be asserted and we treat each other as respected equals. I never forgot all the lives they ruined to move up the social order though, and never will.
