As a newbie to the Touhou fandom I'm not sure how much of a popular opinion this is but, I prefer this type of cute angle to Flan more then in insanity angle. Also that perfectly sane adult line is both the cutest and funnest line in this comic.
I won't lie, I have just a bit of knowledge of the games myself. But I do enjoy the music, merch, art, and comics! So I can't really say what's canon and not : 'D

Both of the cute version and the psychpathic version of Flandre arent canon. You should check on the official Detective Satori Manga. Flandre is just a weirdo who actually dont mind at all being locked in that basement because she got many game to play and enjoy tasty food every time she is hungry. She knows that the basement cant block her anyway. As for the "psychopathic trait", she enjoys destruction, but not in the sense you could see it. For her destruction is the act of undoing what someone made. Thats why you can see her wanting to do chore with Sakuya. There written in Remila's profile that she locked up her sis for 495 years in a basement but it might be not true. Because it's also stated that Flandre is stronger then her sis Remila, so Remila can't lock her up against her will. Then you might think that Sakuya and Patchouli can just do it for her. But then again, in eosd cast when the scarlet mist incident occurred, Sakuya's age was around 20 and Patchouli's was around 100 years old. But Flan was in her basement for 495 years and I don't think Remila could had done it alone. Plus it's confirmed in Cheating Detective Satori ( an official manga series ) that Flan is staying in her basement isn't against her will or anything.

CDS is another time line and the age of people who can manipulate time and space are to be taken lightly"...More over Flan refer often about her sister with "that person" meaning than something had appened between them (most likly Remilia force the fate of Flandre to be in the basement, in fact forcing her in a non conventional way)

I know it’s played as a joke and punchline, but asking her to drop her weapon and turn her back as a precondition to making a deal would be a pretty good way to show that Remelia actually trusts and loves her, and considering that’s part of the basis of the argument it’s actually a pretty reasonable request from Flandre’s position.
