For low air flow replace the cabin filter. Probably has chipmunk or mouse leavings. If you park outside put a little granulated critter repellant in the baffles of the new filter. My fan was noisy. When I removed it I found half an acorn shell and a couple of leaves in the fan blades. Removed those and all is normal. The hardest part of this operation is removing/replacing two back screws of the insulated carpet covering.
Just bought a 2011 Caravan with this issue, came by to see how hard the fix is (not very), also checked an on line parts store, and as much as I want to buy local, I don't want to pay a 100% buy local tax before shipping, with shipping it is only a 50% buy local tax (fellow Calgarian here). I will also be putting some Journey rims and tires on when I find the right deal.
Question? On my 2013 Caravan. AC does not blow as other vehicles. I turn the button to MAX but does not flow enough. It takes 3 o 4 minutes to refresh the cabin. by doing this will fix that?
Thanks for showing this problem. I just got a 2016 dodge grand caravan and it is making that noise, like a vacuum cleaner is in the van with you🙄 I had a 2004 and I could drive without the radio and the blower was not noisy. This van I have to crank up the music to try and drown it out😆

My wife caravan 17 started making noise plus ac reduce cold ❄️.
I'm going to order parts and see if that can fix both issues
Mine does that too! So annoying, and I have to turn off the blower just to hear in drive thrus. Changing it this week!

Have same problem in my 2012 Caravan. My mechanic says that the bearings in the fan motor wear out. Very similar the wheel bearings
Yeah. I don’t think you can easily get new bearings for the fan. More cost effective to get a new assembly.
