Hum.. one problem is the Trek ships so wildly out gun Star Wars ships it’s laughable. A comparison between Star Destroyer cannons blast which throws folks dozens of feet. The Enterprize Ds phasers were shown burning out half mile diameter holes in Borg cubes. So a single shot would pretty much burn away a whole Star Destroyer. With a rate of fire of a Star Destroyer destroyed per secound or two…. Thrawns not got much leverage in battle. On the other hand, the Enterprize would be a staggering resource. Thrawn would really want to find a way to leverage that, and at all costs .. keep them from uniting with the rebellion. If Thrawn realizes that the democratic republic desired by the rebels, is exactly what the federation is and prefers. He’s going to sense a extreme threat. Rather then a possibility of mutual destruction. The Galaxy class could whipe out imperial fleets with little risk to itself. Thrawn manipulating Picard to stay away from the rebels, while dealing with a ship full of various races and cultures he knows nothing about … and hopefully doesn’t start a fight with.

There is no proof a phaser is more dangerous than heavy turbolaser batteries, because they run on different power sources in different worlds fired at different enemies. I can guarantee they have advancements in weapons that render anything in Star Trek obsolete just by their track record. Also, thrawn potentially has access to death stars in his fleet, with two super star destroyers outfitted with eclipse cannons. I don’t think I need to explain just how outgunned Picard would be if a single one of those ships entered the zone.

His best chance is against Kirk, but his ship manoeuvres as well as the D did in Picard Season 3 finale. Thrawn has no chance, because all the Starfleet ships would be at warp speed firing their weapons, and had already totally scanned and prepared their most optimal tactics before firing. Any other fighting done that does not happen at warp, is because they are dealing with contemporary threats that need to be dealt with in drawn out fights. Thrawn's ship does not meet that threshold. He would get the standard warp flyby slaughter, and yes, that is a combat protocol. Especially if Troy has confirmed telepathically that Thrawn is crafty, has no intention of dealing with Picard, be completely hostile to any deals way beyond even the Romulans, and has elements available to him that would defuse her abilities.
