I think Dodd was supposed to die in an unproduced arc for season 7 or 8. It would of taken place on Mon Cala and been about Padmé beginning to loose faith in the Republic setting up her arc in the RotS deleted scenes. I also think that George said before the end of the war the Trade Federation abandoned its neutral status and formally joined the Separatists. (Also note how in Bad Bad the droid tank in the first episode has Federation colours rather than the blue separatist colours) I would assume the death (maybe even assassination) of a high profile figure like Senator Trent Lott- I mean Senator Lott Dodd would be a catalyst for that.
What source is this from? Sounds like an interesting arc, there was a Po Dameron comic that mentions him dying late in the war but doesn’t really elaborate on the details.

U can find it online or read ab it on the Wookiepedia page for Clone Wars Legacy. This story had productions codes 7.17-7.20 and would have starred Padmé Amidala working against Chancellor Palpatine's prolonged stay in office. In episode 7.19 Padmé and Anakin Skywalker returned to Mon Cala to meet with King Lee-Char once again. While there, they found out that the leader of the Quarren, Nossor Ri, had been murdered, and Tikkes [secretly a member of the Seperatist Council] had been appointed provisional leader in his place. Padmé hoped to gain support from the Quarren to remove Palpatine from office. The Quarren Senator Tundra Dowmeia explained to Padmé that their government was gridlocked and unable to function. They would meet with Tikkes, who expressed frustrations with Palpatine
Either that or a character that just recycles the same model, which given that we've seen a lot of the same tall, skinny nemodians, wouldn't be too unlikely

That's how you make the world feel real. It's an alien culture and society with rules, customs and history and you aren't going to know everything about it. A big inspiration for George Lucas was Akira Kurosawa films where he didn't understand everything in that society and culture, but he knew it was all real and it made sense to the Japanese culture and the characters in the movie. Even though the culture and society was alien to him he could still follow the human drama before him. He designed Star Wars with the goal of giving viewers the same feeling. He wanted people to be able to follow the story purely on the human drama, but he also wanted you to see this alien galaxy and believe everything in it was real. That there was this culture and history that you didn't really know, or understand, but you believed the characters do. George Lucas said he doesn't design sets he designs whole cultures. Everything in set has to have a purpose. A rhyme, or reason. He mentally has to live in that world. So while something in the background might not mean anything to audiences it does mean something to the characters in that world and George Lucas. A small line in A New Hope about the Clone Wars is an example of this. Audiences back in 1977 didn't know what the hell the Clone Wars were, but you sure believed Luke, Leia and Obi wan did and that Luke's dad fought in them. The Commerce Treaty of 1647 is just another one of those lines that help to make the Galaxy Far Far Away feel real.
