The state of New Jersey expects that renovating the statehouse (government offices, not a state owned residence where someone lives) will cost $760 million. Unfortunately, government offices are the victim of deferred maintenance more than any other structures in North America. When they finally decide to make repairs "before it is too late", they cost a fortune. Cash strapped Camden, NJ actually found it cheaper to just build a new high school rather than try to save the one that happens to be one of the oldest government buildings in the city.

Considering $38,000,000 would build two bran new 30 story condo buildings down town Ottawa, I would say that this is a bit much. No one cares about restoring the heritage, its ugly as sin. Tear it down and build state of the art, modern mansions, do Stornoway as well. Each of them could easily be done for under 10 million even with the security measures.
A brand new home can futuristically ANTICIPATE technological changes .... the PM should ALWAYS have the very best worldwide communication systems and security etc. In a crisis, tech can save lives AND $$$‼️
