I forgot the term for it, but from what I recall this is a thing done within the concept phase to see how far to push a style before reeling it back to something more acceptable/in line with what the game/film/etc should focus on. Additionally, it can also be used in pitching two different designs (Say A & B, for example are given, with A being much more drastic than B, allowing B [the design wanted] to be approved) Of course, this is all me throwing my thoughts around but they certainly can be possibilities.
I honestly think that concept art for a lot of games just looks disturbing or at least makes you feel uneasy, some examples I have in mind would be... Epic Mickey My Singing Monsters I forgot the third example... I don't play many games but I can assure you a lot of games that I used to play had some pretty creepy concept art...
If i we're to guess there is a strategy used by concept artist to get companies to acept grittier edgy takes. That strategy involved using over the top horror or seriousness that will obviously not be acepted so that you can continously go down till you hand them what you actually wanna work on
