Actually, most of the real estate you see in the video has sprung thanks to speculation and money laundering, corruption and poor regulation. The vast majority of the featured buildings are located in Mamaia, the resort part of the city - most of it wouldn't have been built if the local administration cared about protecting the environment. Most of the Mamaia Nord buildings you see were built on land that almost qualified as wetland. I know cause I am from Constanta and I witnessed this rapid development as something tragic, though at least these aparthotels proved to be useful now for hosting Ukrainian refugees.

I am from Constanta and I can tell you a lot about the poor regulations, corruption, and money laundering that have enabled this so-called "miracle" that is a minor urbanistic and ecological disaster, since large chunks of public green spaces from Mamaia were illegally privatized to create these Brazilian-style concatenations of, with a few exceptions, ugly cheap-contemporary style aparthotels that yield obscene amounts of profit. A lot of those should ideally be demolished, even. We suffer from a severe lack of green spaces, and there are real estate interests vested into extracting profit from any piece of land that happens to be close to the sea (no one cares if, like in Miami, parts are prone to being flooded by rising sea level in the coming decades). Also, this video shows parts of Tomis Plus and the Campus area. Let me tell you that Tomis Plus is a formerly luxury neighborhood that has become way too dense, and the same goes with even parts of the Campus area where the streets are not even entirely covered in asphalt. I know quite a few real estate horror stories from the Campus area and from Compozitorilor. Constanta can be an awful place to live in if you're not a mobster, a politician, from the navy, an entrepreneur or some other privileged category like these. It's expensive, it feels rather dead outside the summer, the powers that be had no interest in developing the cultural economy. Now the current mayor is putting bike infrastructure on all the large avenues with the pretext of taking advantage of European funds, while in fact he's lining the pockets of his buddies who took over the infrastructure from the buddies of the former mayors, as locals watch in horror how parking lots are being torn down. Well, that's a brutal transition, if you ask me, but I disregard the feelings of car-owners. Public transport and biking are the future, but it's not here in Constanta yet, because the former administration scared all the middle class hipsters away, including yours truly (I live now in Bucharest, which feels more alive and genuinely cosmopolitan; Constanta forgot how to be cosmopolitan and is now driven by a bland homogeneous nouveau riche culture, that replaced Vraja Mării with... "The View").
To give Constanta, the hometown where I was born and many changes have been made compared to the 90s when it was empty and gloomy and you can see that Romanians are trying to recover after the 1989 revolution, I am proud to be Romanian, I am proud to live in Romania and I am proud to be born in Romania 🇷🇴🇷🇴🇷🇴🇷🇴

Things are not as "good" as they seem in this video... Everything was built there without creating/having an urbanistic plan for the hole area, infrastructure is 0 and so on... Many of the buildings that you see in the video shouldn't exist(because of environmental reasons)... Sorry to say this but it is the "ugly" part...

I agree that it might be the fastest developing city in the region, but unfortunately it is developing in the wrong way. The corruption ate this city alive (and it's still feeding on the crumbs left) with illegal planning & not having a dedicated (& educated) city-planner, this city sees building rise every square meter, without taking into consideration anything else besides the actual building (like green space, spacing between buildings, infrastructure, materials etc) and not to talk about the green spaces & parks (or lack thereof). I love this city, it's my hometown, but honestly in it's current state (where we're "building" new roads every election cause that's where money gets laundered easiest & improving infrastructure with bike lanes, but not using proper techniques to build the actual road and not replacing every pipe that's been laying there for the past 50-60 years) it's just getting worse by the day.
