Well the thing Ray didn't understand is that in order to swim with a Shark you have to BE a Shark yourself, Fallon was not trying to hear anything Ray had to say despite pretending otherwise because He didn't RESPECT Him
My question is, why didn't they just have one of the guys with the gun wait in a blind spot on the roof where Ray was and just pick off the bad guys one buy one as they climbed down the wall?? It was just 4 of them and they would have had the element of surprise.

That's what I loved about the dynamic of this scene. Ray was a smug prick, who probably did a lot of trading negotiations when it came to his career. He plays the game with these guys, but Piven portrays the tension and fear anyone in Ray's position would feel with these psychos.
Yeah Ray was definitely giving off "sleazy con-man" vibes and that's why Fallon had ZERO respect for Him and knew He'd never keep His word, also earlier in the film Ray conned a dealership owner into letting Him take the RV out for the evening, if He could REALLY come up with $100-200k why would He need to do that?
To me Ray tossing the ladder to the ground after Frank, John, and Mike have crossed over it to the next roof is symbolic of the eternal separation of He and His friends, it reminds me of a quote from the Bible Luke 16:26 "And besides all this, there is a great gulf fixed, so that those who want to pass from here to you cannot, nor can those from there pass to us"
This scene taps into something ...something so haunting about Ray's 'bitch scream' death, because we know that's how so many people go out in real life when it's premature, that light-speed total realization of one's own mortal end that reduces them to such an undignified, animalistic prey-like state of mindless terror. Ray was stripped of everything in that last second. Some of us WILL die pathetically, whether or not by our own doing. It's a hard fact, but it's fact. Ray's simply the type of guy who by his weak natures is a bit more susceptible to said fact. _"WHuaaaaAAAAAAAAAAAAAAAaaahhhgg!"_ 😱
Fallon was just toying with Ray the whole time. Giving him a false sense of hope. Screw that situation. You’d be in a world of trouble. Frank knew there was no chance of him talking his way out of it.

Rewatching this awesome, hardly ever mentioned cult classic for the 16th time and I have to say that the WASTE of rounds from that ONE Beretta 9mm they have is INFURIATING. With this classic cop gun I'd have made Excellent Use of 15 rounds they managed to fire into the sky or neighboring walls. That one gun and I could have taken out all *Four* of the Bad Guys!!
I love adding in the moment at 3:18. Just enough pause after Ray offered $200K for Fallon and his guys to stop cold and actually consider the deal. Shame the entire scene was undercut by the absolutely terrible screaming sound effect as Fallon threw Ray over. It sounded like the kind of effect in an 8 bit video game.
The other three maybe, being that Fallon was in charge I don’t think he really considered. He basically said to Ray in his rant that he makes plenty of money on his own, and unlike spoon fed people like Ray, he earns it. For Fallon it was almost personal, and the only small chance Ray would have a chance is if he went into the millions. And it would have to be on the spot, not wait until next morning.
