This has proven to be a great challenge for me as well. They have hanging bathing booths from which it took them a month just to start drinking from. One of them has started to go inside of there, but only gets his little feet wet mostly. Today, I put some spinach in a dish on the top of the cage, which peeked their interest enough to walk around in, but no splashing. Like with you, spraying seems to be the only method of actually getting them kind of wet, but they won't ever show any bathing response. All we can do is to keep trying without pushing too hard I suppose.

I’ve been spraying him every morning for the last few days. He try’s to get away at first, but when he realizes he is not being hurt he calms down. Sometimes he will preen afterwards and sometimes he just sits there and waits to dry off.

I also had a hard time getting my budgies to take a bath at first. My male budgie hated baths and only loved being misted. My female budgie loves taking baths but hates being misted, lol.
To get my male budgie to take a bath, I used his bird bath as a treat dish. So, for one week straight, I would put millet spray in his bath with no water, and he would go into his bath every time. After a week, I filled up his bath with warm water and he would go into his bath with no hesitation. After bath time, I reward him with a treat, clipped on his cage.

Budgies definitely need a partner; they usually live in large flocks. It is animal cruelty to keep them alone.

My birds love to take a bath in there drinking water and not in there bird fountain. 😂
