I think it depends on your facial proportions. So if you have a longer philtrum and longer chin with thin lips, there will be more space for you to make your lips fuller. If you have shorter philtrum and shorter chin, then your lips can take up too much space if you overline them and it'll look awkward.
Also the shape of the lips, I can’t overline my lips bc I got a sharp Cupid’s bow so it’s really obvious while some people can overline theirs and it looks natural because they have softer features

Your Cupid’s Bow and filtrum are three dimensional and no amount of makeup will get rid of them short of prosthetics. It looks good on camera from the front, but in real life everyone can tell they are over lined. If you don’t care, then do you. I know there's other problems like how the colours of the lipstick and liner literally don't match but I think she was probably memeing us with that
