The court simply reduced the bond to $175 M and gave Trump 10 days to raise the money to file his appeal. It did not reduce the $455M which he will have to pay in full if he looses the appeal.

There are three victims mentioned in the judgement. Thou prosecution didn’t even have to show anyone had suffered losses. 63(12) only requires that it’s proven that fraud occurred.
