Fun fact for non-french audiences: the trumpets at 0:17 are a reference to a really popular show in France, "Kaamelott". It's a parody about the tales of the knights of the round table, and main actor (in the role of king Arthur) / writer Alexandre Astier is one of the producers of this movie.

I think problem with drinking to much is mostly because of method of absorption. By drinking it it will first go trough digestive system then blood and only then affect everything else.
Obelix fall into it. So potion would first affect his skin. This might have protected him from turning into stone by making it invulnerable first. If potions get to flesh trough blood and have to big concentration it might turn it into a stone so main way of adapting the body to it is by slow application such as balsam.
However in story galls always used it by drinking, which they only do sporadically and in small amounts. That is why they did not adapt fully they still gain small powers(like the banshe like scream, small super strength etc.).
However if they made it into a balsam and kept it on them or made it into a bathbomb or smth. it might be able to have them adapt fully and make it permanent without danger.
However as we see most of the times in this story their druid is rly not flexible and stuck. He probably made this potion only by mistake, seeing as even now it's production is unstable (it explodes after making it always).
===============
Of course it could also be that permanent effect would only appear if person bathed in it during their growth stage like childhood or adolescence. It might have negative effect on brain growth looking at Obelix but if someone did that durring adolescence it might work perfectly and keep their brain sharp even trough out old age.
