I really like how Danny DeVito is acting very bird like when playing the Penguin. All the twitches and sudden turns when looking in a different direction make the character more bird like, especially when it's an unfriendly bird that doesn't like to be touched.

No not at all, the Penguin was about mass genocide, Max was never in line with that. He was corrupt, he didn't mind killing those who got in his way but he would never have murdered babies. The Penguin is a villain through and through, Max and Catwoman are more anti-heroes/anti-villains
Cobblepot was worse but Max was the real villain of the film. He was originally intended to become Two-Face. I thought it was a shame that he died at the end of the film. It didn't really make sense that Harvey Calrissian in the previous film became the deranged maniac in Batman Forever. Funnily enough, Shreck was kind of Gotham's White Knight in this film and was a very two-faced individual!

Devitos best role by a mile, he was simply terrific in this and should've been nominated. He really made the penguin sinister and memorable. It's getting more and more apparent you just can't make edgy films like this anymore. Thankfully we have a very generous backlog from the 90s where creativity and great writing was really churning out some winners.
