Terastallization? Passho Berry? No. Magcargo has dealt with Horsea's prejudice enough that he knew that merely weathering the attack wouldn't settle things; he had to send a message. I suspect he enlisted the help of fellow horses Clodsire and Farigiraf to obtain Water Absorb through Skill Swap. With their greatest weapon entirely neutralized, Horsea would be powerless against the magmatic shelled equine. Magcargo wouldn't have to try and end things quickly with Rock Blast; he could go for a much more symbolic victory, defeating Horsea with High Horsepower itself.
I have a hunch that magcarco’s old college buddy clodsire jumped in and tanked the bubble beam with its water absorb ability, with his shared access to high horsepower, this could be the start of a new tyranny for the horse council
The best boosting move is Harden, obviously. Ash and and that other guy couldn't beat each other when they both started using it and it invoked Endless Battle.
After training with Heatran in secret, Magcargo acquired newfound power as well as a new signature ability, Evaporate. It utilized this new ability to absorb Horsea's bubble beam, firing back with a water vapor boosted Magma Storm, decimating Horsea completely.
Even before the battle happened I had a headcanon that Magcargo will focus sash -> shellsmash and win against Horsea (that's the power of a well structured story, I was sure it was way too early to kill the protagonist*). Now im sure that's what happened. Too perfect with the subject of this vid to not happen. *If you think that's what happened in game of thrones and think it analogous I strongly disagree on both points.
My absolute favorite booster over the years was Belly Drum/Sitrus Berry/Unburden Slurpuff in Gen 6. Never played it competitively but there was probably 25 kids in my high school that were playing X and Y and bringing their 3DS daily for streetpass and battles. Slurpuff won me a lot of casual matches that year. Good times.

Niche Gen 1 info. There’s a meta game called Tradebacks that lets you use moves learned in Gen 2 in RBY (as long as they exist). This lets you use Amnesia Hypno, which becomes the best psychic type in the tier
On the complete other side of this discussion: Theres Work Up. Which is simply a +1 to attack & sp. attack. I find it to be a very interesting move, the kind i feel would fit right into generation 2. As its extrmely rare that a mixed attacker would prefer the move over basically all other boosting moves.

I have a sneaking suspicion gastrodon, an infamous horse impostor may have been involved in the fight between magcargo and horsea. I think it likely that using its storm drain ability it absorbed horsea's bubblebeam for magcargo
Honorable mention to the Z-boosting moves. The fact that moves that literally do nothing like splash and celebrate can be turned into +1 omni-boosts with no drawbacks. Also moves like Z-Belly Drum get nice bonuses added to them
Besides Megas, the status Z-moves are the only gimmick I'd like to see again. They were actually well balanced since you typically had to use a move that's risky or otherwise useless in order to get the good effects. If your sweep didn't work, you ended up losing that mon or it's stuck playing with 3 moves for the rest of the game. But when it worked, it was so satisfying.
If I had to guess, Meganium likely intervened in the battle, leaving the horse council in a Pinsir maneuver, perhaps as an attempt to pressure the council into acepting him. That said, ground resists bug, so I imagine Mudsdsle intends to still say neigh. Anyway, amnesia is bonkers. Not sure why they decided on the 5-stat system in gen 1 in the first place, but I'm glad it's changed.
I think that if youre going to bring up Clangorous Soul, No Retreat should be mentioned as well imo. Just Clangorous Soul with a better downside on a worse Pokemon.

No Retreat I remember was really hyped up until people saw it was only for Falinks. That said, its this move which lets Falinks be a strong low-tier Pokémon.
I've been playing Shin Megami Tensei a lot recently and late game parties will abuse Luster Candy, which boosts all your party's stats by 1 and Debilitate which lowers all enemy stats by 1, and neither have any drawbacks other than high MP costs. If those moves were in Pokemon and were distributed to mons that could take advantage of them do you think they would affect the meta by much?
I think the most powerful boosting move is definitely Baton Pass, no joke. Yes it's technically not a boosting move, but it lets you give any pokemon boosted stats, even if that pokemon doesn't have boosting moves on its own. It should at least be an honourable mention because its primary function is providing stat boosts to a pokemon.
Gen 1 Amnesia and Geomancy made Mewtwo and Xerneas the two most broken mons in History, where Shell Smash still sounds like a way to make some Pokémon viable. Considering Mewtwo had no real counterplay but himself in Gen 1, Amnesia goes for the win to me.
Belly Drum could also work as a pseudo Sword Dance in Gen 2. If you used it while your HP was below half, it would only increase your Attack by 2 stages, but without losing any HP in exchange. This was changed in Gen 3, where it would now fail.

Shell smash, however, is an entirely different story, if it is ever given to an offensive powerhouse, it will be game breaking. This one move even transforms bad defensive pokemon into terrifying sweepers. This move alone has shot multiple pokemon back into competative relevancy.
You didn't mention no retreat. A move that I think is only really pushed into obscurity by the tragically low BST of falinks and the fact you can't click it more than once. If they let you click it again or give falinxs an evo with more reasonable stats, I think it could be gaming.

Gen 1 amnesia is so powerful that the best - and perhaps ONLY real solution to a fast 'mon with gen 1 amnesia (mewtwo) is gen 1 amnesia. Geomancy Xerneas is insanely powerful, but can be beaten by things other than itself, while Gen 1 mewtwo often forces a drawn out mirror solely because it is the only actual check to itself.
Macargo either was a Tera Type resistant to water, had a Passho Berry or... It could have held a Focus Sash and used Shell Smash on the turn, tanking the Water type attack and overwhelming horsea with its boosted attack and outspeeding it with its boosted speed.

Boosting moves have existed since the first games in the Pokémon series.
In competitive, boosting up your Pokémon's stats is often your win condition.
Worth mentioning Curse here as well. Curse Snorlax one of the most infamous pokemon ever.

Magcargo surviving is very simple, folks: Horsea is a Little Cup Pokémon. A level 100 Magcargo can easily survive a Level 5 Bubblebeam.

Gen 1 amnesia is so powerful that the best - and perhaps ONLY real solution to a fast 'mon with gen 1 amnesia (mewtwo) is gen 1 amnesia. Geomancy Xerneas is insanely powerful, but can be beaten by things other than itself, while Gen 1 mewtwo often forces a drawn out mirror solely because it is the only actual check to itself.
I figure if were talking singles it'd definitely be shell smash, but geomancy would take the prize in VGC
Macargo either was a Tera Type resistant to water, had a Passho Berry or... It could have held a Focus Sash and used Shell Smash on the turn, tanking the Water type attack and overwhelming horsea with its boosted attack and outspeeding it with its boosted speed.
