How many times you want them to pass in practice? If you want passing, watch an open wheel dirt race. I like all kinds of racing, but I guarantee there won't be more than 10 passes total in the Silver Crown race.

The upgrade for the hybrid actually made the car slower it added a ton of weight to the cars just more power. The tweaks they have made for the cars this weekend that slow them down are meant to help improve the racing I would rather have a more exciting race than faster lap speeds

Did you watch the 500 this year I would say that was far from boring there are issues with the short ovals I would agree but overall oval racing is not boring at all
