Not true, cat just doesn't want you to do it!! I converted my c13 from twin to single turbo and it runs better with more power and boost then it ever had before, but that being said you need to right turbo.
Will be lazy on the bottom end. The ecm won’t fuel the motor until it sees boost. Taking compounds off and putting a single charger on never works great
The twin turbos make more boost on bottom and top. The run in the mid 50 psi range stock. Only reason to convert is to reduce weight and clutter on the side of the engine. If want more power you can tune it with twins still on

I have same motor, I considered this until speaking with cat, losing the extra turbo you lose power and boost in low end.

79 mm Borg Warner with a waste gate. I can make 40 psi boost, the most I ever got out of the twins was 31 psi

My neighbor did this mod to his c13 pete. Said he gained hp but lost torque and a ton of mileage.
I lost torque but i gained mpg and the engine work more cooler
