I think you're misunderstanding Braixen a bit. Yes, it uses friction to light the twig on fire. But the big question is; how does this help it? How does it actually SHOOT fire? I can light a twig on fire, doesn't mean I can use fireblast or fire spin. I think a key element you're missing is that Braixen is probably supposed to be like a circus fire breather. The way I see it, Braixen must have extremely flamable breath, but be unable to actually start a fire itself. That's why it needs a burning twig to start the chemical reaction. Braixen basically works like a real life flamethrower now that I think about it. If it does have flamable breath, this would also explain how it can start the initial fire with friction so easily. It can simply breath at the source of the friction to supply highly flamable fuel, starting the fire easily. So it's not necesarily such a high feat of intelligence, since it's biology does make it easier for Braixen to start fires.
