It really depends on multiple factors but as a rule of thumb I prefer to start with someone who's hourly rate is between $15-$30 per hour at around 20 hours per week average.
When you rank for the parent topic you rank for a bunch of long tail variations. Everyone searches google a bit different but is looking for the same thing.
At about 1:40 you refer to the Ahrefs site ranking and say "it's kind of like a golf score, the higher the better." But you meant to say the LOWER the better, right?

I hired them as a part time freelancer via Indeed.com. You can use a bunch of different sites but I would avoid hiring someone from Fiverr, random Facebook groups, and other places where you will get more service providers versus a link building VA you can train.
When you are getting traffic to your site you almost always get accepted. As a beginner you do not need to be an affiliate programs without any traffic. You need to focus on getting traffic first and foremost so you can then easily get approved to any program you want.

My question is, how can "one blog article" rank for 6270 keywords when the article doesn't even have that many words in it.. Am I missing something??

I focus on both actually. Building individual pages URL rating and my overall domain rating.
