I have been brought to this verse in the Bible several times over the last few years, but wasn't able to understand or comprehend it until this morning. Thank you for the teaching. Now to put or understand how God is or trying to talk to me about this and how it applies directly to me. I have been in a wilderness season for a long time and truthfully have wanted to just give up. I am asking for prayer, but I am also asking God to have mercy so that my prayers and that of others would be heard so that my life can change and I can see hope again. 🙏 Thank you again

I think 21-23 is highlighting that if the people just heard the word of the Lord they would be his people and he would protect them. But they're not.
