Everytime we deal with newtonian mechanics we need to work with inertial reference frames. Block 2 is accelerating, so it cannot be our frame of reference... we need to pick another one thats stationary or moving at a constant speed... we usually pick earth for that, even though its not exactly an inertial frame of reference. Its a good approximation though.

Why you equate m1 to ma, that's not accelerating relative to m2 isn't it? So that is equal to 0?
