I'm sure cost cutting was somewhat of a factor but Elon did state that with all the data they receive from the cars, despite people not being happy, not a lot of people use the lumbar on the seats. That is why Tesla got rid of it. No need to put it in if majority of people don't use it so might as well not install it to save money.
