Well, only if that secondary alkene is di-substituted on the same side of the double bond. The double bond will be cleaved in ozonolysis and, to get a ketone, we would need two substituents on the same side of that bond. why does the negative charge oxygen reach out to the carbon double bond and not the other oxygen...
negative = more 'angry' and unstable and so = more likely to attack
