This encounter with Mr.Pottsdam was supposed to take place Friday evening (day 5) if the player neglected to dig up Karen. However, in order to progress Harvester's story, the player must dig up Karen - dead or alive - by Thursday morning (day 4). Thus, this encounter is not possible to activate without sequence breaking the game by obtaining the electrical tape without the use of the reward money.
As for the dialog that plays after the sheriff arrests you, I can't get that to play as of now. Currently, he just talks about my crime of killing Ms.Phelps.

Possibly. There is an unused cutscene of Steve using a telephone. I wonder if the scripts for it are still active like it is for this encounter. Hmm...
