If I remember correctly (I could be wrong) I think all the Boom Boom bosses can turn into winged Boom Boom if you don't kill them right away.

Super Mario Land 2: 6 Golden Coins also had a similar enemy to the Rotodisc. Now as for making an enemy behave more like a Rotodisc, you could just simply put a spike or two in a circular pattern and boom, you have a Rotodisc.
