As far as I remember, if you don’t defeat the Koopaling the Airship will move to a different place on the World Map but if you use the Anchor the Airship won’t move & you can get the Anchor from a White Mushroom House by collecting a certain Number of Coins in the following 3 Levels.
World 2-2
World 4-2
World 6-7

Just remember that when on 1 of the Airships, you must watch out for the following things.
Rocky Wrenches
Bullet Bills
Cannonballs
Rocket Engines
