No problem! 1. Yes they will work as long as you have data to build custom audiences (lists, followers, etc) 2. I wouldn't worry about higher budgets. It's something you can test like any other audience 3. I'd start right away with your goal objective - if that's leads then start there yes. Although I'd recommend having a funnel in place for best results.

Glad it was helpful! Unfortunately no you can only select country since there are data restrictions in that country to make sure the audience matches. You would just create the LLA in the country & new target the city at the ad set level if you wanted to do that. Although Geographic targeting I wouldn't try to limit yourself too much since local areas will already have small audiences.

I would use LLA audience stacks & test that in 1 ad set vs. broad vs. interests stacks. That's what we're seeing working the best is stacking multiple audience segments in 1 ad set & letting Facebook optimize using that data.
Question, when you create the look alike audience it only lets you select the entire country. How do we make sure we only target people in our "service area"? When you are creating the adset?

I upload lists from 3rd party software all the time - they are technically liable as it's not a public lists. So if you gather a list form something like Apollo.io then just upload it and let it rip.

Unfortunately no you can only make lookalikes from at least 100 people in the same country. You can try to upload your list & create a lookalike for the country to see if it'll work l
Would it be better to import purchasers info manually via csv? My pixel has about 250 purchases last 60 days, but I have over double that from my shopify page

No it's not enough data, you need a minimum of 100 data points.
I would start with interests in that case or LLA's based on another event.

No I would just continue off of pixel data coming in from your campaigns.

Those are for the "Value" categories which is related to the amount of money customers have spent.
